Pingtan, a key pilot zone for cross-Straits integration located off the coast of Fujian and the mainland's closest place to the island of Taiwan, has introduced the province's first AI-powered tender review system—marking a major step in the digital transformation of public resource transactions.

Built on the AecGPT large language model developed for the construction sector, the system automates full-process reviews of tender documents through four key dimensions: foundational checks, compliance, rationality, and exclusivity. The platform also generates exportable reports to support regulatory oversight with visualized, accurate data.

"With this system, a task that once took two hours now takes just 10 minutes," said Wu Haibin from Pingtan's Public Resource Transaction Regulation Division. "The improvement in efficiency is dramatic."

Zhang Bin, director of the Public Resource Transaction Section at the Pingtan Administrative Service Center, called the launch a "landmark moment" in reshaping governance through AI. The system not only resolves key review challenges but sets a standard for intelligent public service in the sector.
