Pingtan, the closest mainland location tothe island of Taiwan and a comprehensive pilot zone for cross-Straits integration, is ramping up efforts to foster cultural, tourism and commercial integration with a new package of investment incentives at its Taiwan-themed Town. The initiative aims to draw enterprises from both sides of the Taiwan Straits to establish a vibrant integrated platform.

The Taiwan-themed Town is offering multi-tiered subsidies to reduce entry and operational costs for incoming businesses. During the renovation phase, enterprises can receive grants covering 20 to 40 percent of their hard decoration expenses as verified by third-party authorities. Outdoor signage subsidies range from 150 yuan to 500 yuan per square meter or per meter, depending on the material used. Post-opening, catering businesses are eligible for 15 yuan per square meter in monthly subsidies, while cultural and entertainment venues receive 10 yuan per square meter monthly, with both incentives lasting for three consecutive years.

The development is structured around three core business segments. The catering sector will focus on cross-Straits delicacies, specialty flavors, international light meals, and trendy bars. The cultural and entertainment zone will encompass immersive experiences, intangible cultural heritage inheritance, cross-Straits cultural exchanges, parent-child activities and competitive entertainment. The retail segment will feature duty-free products, international discounted luxury goods, cultural and tourism merchandise, and trendy toys.

Flexible cooperation models are available, including leasing (or contracting), joint venture, and franchise. The joint joint venture model requires co-investment and shared risks and rewards from partners, with a minimum total investment of 4 million yuan, tailored for large-scale projects such as cultural performances, commercial complexes, cold chain logistics, and large entertainment venues.

"We will assist merchants in accessing various cross-Straits subsidy policies offered by the pilot zone and streamline the application process," said representatives from Pingtan Tourism Operation and Management Co., Ltd. The combined policy of rent concessions, subsidy support, and diversified cooperation is designed to create a cost-effective environment for businesses looking to establish a presence in the region.
