Pingtan develops its yacht industry through cross-Straits cooperation and policy support

Pingtan, China's fifth largest island and the largest in Fujian Province, serves as a pivotal cross-Straits cooperation hub and a key area in the nation's strategy to build an international tourism island. Boasting a 6064-square-kilometer sea area and a 408.7-kilometer coastline, the island possesses unique marine resources ideal for the development of the yacht industry. These advantages align with the State Council's overall development plan (2023-2035) for the Pingtan Comprehensive Pilot Zone, which focuses on building cross-Straits yacht "free travel" tourism and cultivating international cruise routes.

Pingtan is now fully advancing the cross-Straits yacht "free travel" policy, with the yacht industry set to become a new engine for its international tourism island construction. A series of key investments and projects have been launched to boost the industry, including the Pingtan No.22 International Yacht Marina, which has become a vibrant marine leisure spot where tourists can enjoy sailing, wake surfing and water sports cars. The marina completed its first-phase construction with 70 million yuan, with 49 berths in operation including 17 reserved for cross-Straits and international yachts.

Gong Yunguang, chairman of Kha Shing Enterprises Co. (Fujian Kha Shing Yacht Co., Ltd.), said the second phase of the marina, with a 300 million yuan investment for a yacht maintenance area and industrial park, will be put into use soon. The company also plans to produce three types of vessels, with a surge in signed and under-negotiation orders. "The yacht industry is really taking off," Gong added.

The Pingtan Comprehensive Pilot Zone has introduced a "2+5+N" berth plan: 2 base areas, 5 marinas, and multiple smaller docking points. More than 1,270 berths are planned, with a near-term goal of having at least 300 operational. A yacht manufacturing base is set to open in the first half of 2026, targeting an annual output of 30 to 50 vessels and an estimated production value of 200 to 500 millionyuan. Lin Yan, general manager of the pilot zone's culture and tourism group, said Pingtan targets to build a "marine tourism resort", planning driverless new energy yachts and upgrading traditional fishing ports to multipurpose berths.

Pingtan leverages its customs clearance policy advantages to boost the yacht industry, with a 15% corporate income tax preference for related enterprises and a series of tariff incentives cutting production costs. Guo Weijian, an official of the zone's transportation and construction bureau, said Pingtan is working on its "bond-free" yacht entry policy to attract foreign yachts and enhance international influence. Chen Jianxiang, deputy director of the zone's tourism and culture service center, noted that Pingtan has built the first cross-Straits yacht cooperation base, integrating Taiwan's yacht manufacturing strengths with Fujian's new energy industrial chain. The island will cooperate with CATL to promote electrification and intellectualization of yachts, building a complete industrial chain covering manufacturing, maintenance, tourism and trading.

Key investments also include the Pingtan Kha Shing Yacht Industry Project, signed at the 24th China International Investment and Trade Fair, which aims to drive the development of the island's yacht industry chain supply. Additionally, a cross-Straits fishery and leisure vessel port repair and construction center has been completed, laying the foundation for an integrated industry cluster covering R&D, production, maintenance and tourism.
